Gain 1 New Perk or Perk Upgrade
List = all Perks
(If a Perk is selected that the Charcater already owns, then upgrade the Perk to Level 2 if the "Upgradable?" is ticked else say "Choose again, you already own that Perk and it is not upgradeable")
