On the occassion when a player chooses a race that givce a Perk it is possible for that charcter to upgrade the Perk during Perk Selection of the charcatre creation process.
If a Perk is selected that already exists on the actor sheet it should increase the existing Perk Level by 1 if the Perk Items Upgradeable Field is ticked.
If th ePerk field upgradeable is not ticked then display a message saying: 'That Perk already Exists choose another' (remove the perk from the list?)

Alternatively only display Perks that do not exist on actor sheet. (Unless they have the upgradeable field ticked then it can be displayed.)
