I think the Powers tab on the character sheet should include a list of the powers. If I'm using a power with an effect roll of any kind, I have to switch to the powers tab to roll the effect and maybe the attack roll.

The simplest way to do this would be to create a maneuver (or copy and existing one) and put the power details into the maneuver so it will appear on the COMBAT tab under maneuvers.
This also allows you to allocate skill levels if desired.
There is also nothing to prevent someone from creating a different character sheet for an actor (if someone wants to write a module to do just that).
